Ok simpliest way is as follows

Start button, settings, taskbar and start menu, (taskbar options) - you see a box that says lock the taskbar - make sure this is not checked, if it is uncheck, the click on the apply button.

Left click on the taskbar where it is on the right of your screen and you should be able to move it to the bottom of your screen using the mouse.

Then start, settings, taskbar & start menu, (taskbar option) lock the taskbar - make sure this is now checked, and apply

Glad Tomcat could help, Moli, he's teriffic, isn't he? Right now he's been walking me thru what cut and paste and highlighting mean...mabe one of there days I'll get it & post....last years pics!!! Glad everything is back where it belongs!
