shep went back to his owners today rocky and oscar didnt like him at all and shep chased oscar all around the house so we decided to send him back he waas causeing to much distress for oscar and rocky

When did you get him? It doesn't sound like he got a lot of time to settle in... It takes animals a while to get used to a new arrival, sometimes (more often than not, I believe), and keeping Shep separate from Oscar and Rocky during parts of the day so they (and he) had time to get used to one another should've helped.

he grabbed the back of oscar leg while oscar was running away and dragging him no matter what oscar comes first, oscar was so scared! no damage done but jezz he dragged him around!

well, from chatting with you about this i have to agree i think you did the right thing. From my experience with dogs, and yes i have had dogs all my life until 5 years ago when i got cats, and my dad was a police dog handler, if a dog attacks a cat that bad to start with they always will do.
Diff if it was a bit of growling etc, but you cant have your cats being attacked to the point you fear for thier safety
