It does make sense Elaine, and it is a grave situation. Yet we have to understand that where there are animals of all sorts there will be breeding whether intentional or not. Through different circumstances. Some are plain stupid but some are accidental. We all agree that spaying and neutering is the best way to go. However you may have a queen that has a silent call before the owner has time to get her spayed.
Possibly everyone should take time to visit rehoming centers.
