Sad story in my local paper

A couple have been fined and received a 10 year ban on keeping any animals - although it said that had to be ratified by the judge, I hope that means it cant be overturned. They had kept 50 cats in deplorable conditions - but only 5 were so ill that they had to be pts, so they have only been charged for those 5 - works out at a 2 year ban per cat, I think it is too low. And the fine was only about £600 too. I also dont have much faith in how it will be maintained - esp as the couple have already moved since it happened, although still sort of in the area. I don't know how easy it is to get 'free' cats in my area. Apparently an independent rescue went (didn't say why), and there was an incredible stench of urine, faeces, and festering wounds, so the RSPCA were called in. The ones that were pts had illnesses that would have been treatable if found sooner.
