jabs enquiry

we are moving, we have lived in this place for well over 2 years, both the boys are tip top condition. now the new tenant is convinced he has to have his cat (house cat) jabbed up b4 he brings his cat in here, (we are doing an exchange) is that right?? or is he being over cautious??
